Lwaxana is a telepath as part of the natural biology of being Betazoid. As a whole, her people value honesty, and she in particular doesn't see a point in bending the truth to spare people's feelings or spare them discomfort.
She is very prone to simply listening in on people's thoughts and then responding to them in kind. For people she considers friends, she will gently troll implying they're being naughty. Where she doesn't really see boundaries, the player recognizes that there must needs be some in the rp context.
Also there are some species, such as the Ferengi, whose brain construction does not mesh with Betazoid telepathy. Her range is wide enough to stretch between starships but not across light years of distance, so proximity is a factor in her use of telepathy as communication.

Background: "Don't you know who I am? I'm Lwaxana Troi, daughter of the Fifth House, holder of the Sacred Chalice of Rixx, Heir to the Holy Rings of Betazed!"
Personality: Overwhelming. Everything that Lwaxana says or does is bigger than life. She's loud and vivacious and flings herself at life determined to squeeze as much enjoyment out of it as she possibly can. She claims it's because she's Betazoid and they as a people are always in growth, unlike poor humans with their simple brain construction. But really, it's her. What can be attributed to her species is an appreciation for honesty. It's to be expected for a people of telepaths, that there is no purpose in hiding, lying or deception. She finds such things repugnant. And even little white lies to protect someone's feelings or spare them embarrassment entirely escape her understanding. Hers is an honesty that will bowl you over. 'She knows exactly what's on your mind, and she is going to tell you what's on hers.'
But there's more to her than oulandish stunts, unashamed self-promotion, and rampant selfishness. She's also a woman of great conviction, though it only shows in snips and slivers. She loves life and values it greatly. Small wonder since everyone in her family has died, except her younger daughter Deanna. Oh and she adores her precious 'little one.' To the point of driving her daughter mad with frustration. Because she's lost so many, she's overinterested in Deanna's life and lack of a spouse. Lwaxana would love nothing more than to see her daughter settle down and have a child and stop galavanting around the universe and into the thick of danger. But at the end of the day, she recognizes that all life is connected and that circumstances don't just happen in a vacuum. Which won't ever stop her from trying to take hold of her own circumstances and shake them into turning to the way she wants them.
There's a depth of compassion from her that's surprising when people encounter it. Having the ability to snoop on people's thoughts gives Lwaxana more insight into humanoid behavior than one might consider. She better than anyone understands what it is to lose and to hurt. But that understanding results in her doing everything within her power to raise the spirits of those around her. She lives in a spirit of joy and wishes to impart that to everyone around her. It might come across as silly or flighty, but much of the time it's intentional on her part to lift people out of the muck and gloom of reality.
Where people find Lwaxana obnoxious or overwhelming isn't in her giddy prancing through life. It's her behaving very much as a spoiled child used to getting her every demand catered to. This is not surprising as she is an aristocrat among her people and rest assured, she will let you know exactly how important she is. The only thing rules exist for is for them to be bent and flouted. And she doesn't see a thing wrong with acting on her whims, doing as she pleases with little thought for the consequences of those around her. It's for this reason that people are surprised when she comes up with something profound and meaningful. Or when she is made an ambassador for her planet. For all her childish behavior, she's a skilled and proven diplomat.
Abilities: As a Betazoid, Lwaxana is a natural telepath. She can read the thoughts of others and communicate telepathically with other telepaths. There are some species whose brain constructions make them impossible to read, including the Ferengi. Her skill is particularly well-honed, though being in the Phase at present is impacting her accuracy.
Alignment: Daimonia - Lwaxana loves life and says the whole meaning behind it is to enjoy enjoyment. Even though she can be obnoxiously dramatic in the execution, she lives in a constant state of joy and pleasure. Though its her nature, it's also a buffer against the grief in her life that she's suppressed out of memory. Loss of her daughter Kestra was so traumatic that she buried her grief and memory of her intentionally.
Other: At this juncture in her life, Lwaxana is presently in The Phase, which is when Betazoid women become fully sexual and their libidos more than quadruple. She's on a hunt for a husband, as the only respectable method of taking care of that particular biological blip.
